Suspension (shocks) should be easy enough to tackle, especially the rear, and will tighten up the ride right away. Any E30 that you buy now-a-days is going to need a fair bit of looking after. Timing belt, coolant flush, new hoses and belts, and it'll probably need a valve adjustment.

When you think about turbo charging, think about how much $ you're going to spend. The Turbo itself, the exhaust headers, the fuel injectors, the intercooler... etc... If you want a decent bang for your buck, do some Schrick Cams, Chip it (Dinan, AC Shcnitzer, Alpina, Turner MS, etc.)...

If it's anything like a 325e, the shift tower mounts are broken, or the rubber in them has failed, and the lower shifter pivot is worn out completely. You'll know for sure what the problem is once you get under the car... it's pretty easy to fix.
