I have a '98 528i.

First thing in the morning, it makes a "whirring" sound upon start and the sound is a bit more pronounced when I turn the steering wheel.

After a couple minutes, the car seems to warm up and the problem is gone for the rest of the day. I live in a warm climate, so my guess is my vehicle warms up fairly quickly.

Any thoughts as to what my problem might be?

I agree with Dan, especially since you say it is more pronounced when you turn the wheel.

The other possibility is the secondary air pump. This pump is under the hood, and runs for about a minute when you cold start the car. It pumps air into the cat to reduce startup emissions. These pumps do fail, and sometimes they get louder and louder until they howl like an alley cat. BUT turning the steering wheel should have no effect on any noise produced by this air pump.......
