New rims?

I've been thinking of upgrading my rims to go from 16in to 17in and widening it from 205 to 225. Is this going to rob me of performance having bigger/heavier wheels?

Not really. You will probably get experience less fuel efficiency due to the wider tires but the difference is negligible.

why would mpg fall just from wider tires?

Wider tires increases friction with the road's surface, but like I said its very minimal.

Wider tires also go a bit crazy in "truck ruts" which exist on many asphalt roads,
causing the car to abruptly slide sideways:

I get that with the roadster William, 255/40's on the rear and if you are not paying attention...look out!
