I think what this means is that the first three settings are wired in series (that is, together) so they all fail in unision. The fourth setting must be wired separately and this is why it's the only one working on your car.

Get your mechanic to check the wiring. He'll be able to tell you if what I said was correct.

Resistor pack located on the driver underside of the a/c (evaporator) is the problem. You can easily change the resistor yourself. You can buy it online or at dealership for about $30-35. All you have to do is remove the driver side under cover and you can see some wires connected on the side of the evaporator/heater plastic housing. Remove the wiring and just pull the resistor pack.
