Intermittant fan speed?...
Does this mean that the fan changes its speed on its own? (when not on "AUTO")
If this is the case, then the source of your problem is likely going to be the "Final Stage Blower Resistor".

yup. 95% of the time blower speed problems are the blower resistor.
